Administrative service description

The Disability and Working Capacity Assessment Office under the Ministry of Social Security and Labour (hereinafter – the DWCAO) publishes information on the activities of the DWCAO, the services provided and other relevant information on the website of the DWCAO www.ndnt.lt.

An individual may make a verbal presentation of a request to the DWCAO (by telephone (see the list here) or directly upon arrival to the DWCAO), or may submit a request in writing (by post or through a courier, by sending an e-mail message to info@ndnt.lt, by the Internet (www.ndnt.lt/KLAUSIMAI).

If possible, the verbal requests shall be answered immediately. If a verbal request presented by an individual cannot be answered on the same day, the individual shall be enabled to set forth a request in writing.

Verbal requests for information shall be presented in a language that is understandable to the individual and the staff member who provides service to the individual. If an individual does not know and understand the state language and there is no staff member who understands the language in which the individual applies, or when due to a sensory or speech disorder an individual is unable to convey his/her thoughts in an understandable way, when such an individual applies verbally, he/she must be accompanied by an individual who is able to interpret the request in the state language (an interpreter). An interpreter shall be invited by an applying individual at his/her own initiative.

The written requests of individuals must be written in the state language or translated to the state language, and the authenticity of their translation shall be certified in accordance with Law of the Republic of Lithuania on the Notariate, they must be written legibly, must indicate in particular what information is requested, a request must specify the forename, surname, place of residence or other contact details of the applicant according to which an individual wishes to receive an answer. If a request or complaint does not specify the mailing address to which an answer should be sent to an applicant, an answer shall be sent as per other contact details of the individual specified in the request. 

Personal requests received at the DWCAO that are written in a language other than the state language shall be examined by the decision of the Director of the DWCAO or of an individual authorized by the Director. Should a decision be made not to examine a request (complaint) of the individual that is written in a language other than the state language, such the request shall be returned to the applicant within 5 working days and the applicant shall be provided with information in the state language on the reasons of the return of the request.

If the data contains in the request made in writing are incomplete or inaccurate, the DWCAO shall contact the applicant within 5 working days of the date of receipt of the request to review and clarify the request.

If another institution has the disposition of the information requested, a personal request shall at the latest within 3 working days of the date of its receipt at the DWCAO be forwarded to such institution and the applicant shall be notified thereof within 3 working days of forwarding of the request.

An individual having submitted a personal identification document or having otherwise confirmed his / her identity in the manner prescribed by legal acts of the Republic of Lithuania has the right to receive information about himself / herself.

When an individual sends a request for information about him/her by post or through a courier, it must be accompanied with a copy of a personal identity document certified by the Notary Public or in accordance with other procedure established by the legal acts of the Republic of Lithuania.  

If a request is submitted by the representative of an individual, the representative must submit a document to confirm the representation.

Regulations applying to the provision of the administrative service

The Law of the Republic of Lithuania on the Right to Obtain Information from State and Municipal Institutions and Agencies, 11 January 2000, No VIII-1524 (new version from 1 April 2017).

The resolution No 875 of the Government of the Republic of Lithuania of 22 August 2007 on the Approval of the Rules for the examination of requests and complaints, and service of individuals at the public administration entities (new version from 23 November 2017).

An individual must submit a signed request that must specify the applicant’s forename, surname, address or other contact details (in case a natural person applies) or name, code, registered office address (in case a legal entity applies), contact details, what information the applicant wishes to receive, the desired way of receipt of information.
