Assessment of professional rehabilitation needs

Professional rehabilitation means restoring or developing of the individual's working capacity, professional competency and ability to participate in the labour market by educative, social, psychological, rehabilitation and other measures of influence. 

Professional rehabilitation services aim to develop or restore the working capacity of individuals with disabilities and increasing their employment opportunities.

The following services are provided to individuals participating in the professional rehabilitation programme:

1. Assessment of vocational skills;
2. Vocational guidance and  counselling; 
3. Rehabilitation or development of new vocational skills;
4. Job placement support.

Procedure of providing professional rehabilitation services

1. Individuals permanently residing in the Republic of Lithuania who have an assessed capacity for work apply to the Employment Service in a manner established by legal acts on referral to the DWCAO for the assessment of the professional rehabilitation service needs. For individuals, who apply to the DWCAO for the capacity for work assessment level, the professional rehabilitation service needs are assessed during the capacity for work assessment level (in this case the referral from the Employment Service is not necessary).

2. DWCAO shall assess the need for professional rehabilitation services and issue a certificate - the Conclusion on the Assessment of the Need for Professional Rehabilitation Services;

3. Within 3 working days since the date of receiving the Conclusion on the Assessment of the Need for Professional Rehabilitation Services the individual shall apply to the Employment Service according to the place of residence;

4. The Employment Service shall conclude an agreement with the individual on the terms of financing the professional rehabilitation services and issue the professional rehabilitation certificate to the individual , as well as a reference  to an institution providing professional rehabilitation services;

5. The institution providing professional rehabilitation services shall develop an individual professional rehabilitation programme for the individual and conclude an agreement on terms of the individual's participation in the programme;

6. Upon completion of the professional rehabilitation programme the individual shall contact DCWC regarding assessment of the capacity for work level. Upon receiving a notification for the Employment Service about the successful completion of the professional rehabilitation programme, DCWC shall assess the individual's capacity for work level and issue the required documents.
